What’s the best way of making this if you don’t have a pressure cooker?

Hi Jonathan, you can make it in a pot on the stove. It will just take a bit longer to cook and you might need more water compared to the instant pot as instant pot doesn't dry out water so less water is required. For lamb chops, you will have to add water along with yogurt when you cook it in a pot on the stove. Similarly when you add the rice the ratio of water to rice is 1:2 so for every 1 cup of rice, you have to add 2 cups of water while instant pot doesn't need much water. I hope this helps.
